KENYA AIRPORT AUTHORITY BACK TO DRAWING BOARD ABOUT DUTY FREE CONCESSIONS

Following the recent ruling, reported here at the time, by the Kenyan Public Procurement Oversight Authority, that the tender award by KAA for the establishment and running of duty free shops in the new Terminal Four was irregular and needed to be recalled, has KAA apparently gone back to the drawing board and is set to place a new tender document in the public domain, meeting the criteria spelled out by PPOA.
Expecting an investment in the establishment of duty free shops in Terminal Four of at least 5 million US Dollars KAA has set the hurdle high enough to ensure that only serious bids will be submitted when the new tender documents have been published and ‘former’ winning bidder Nuance from Switzerland, who through complaints by other bidders to the PPOA eventually were stripped of the concession award, are expected to be back in the race once again.
A regular JKIA based source suggested that the delay may have an impact on the projected opening date for Terminal Four, which is keenly awaited by the airlines operating under extremely tight conditions due to lack of sufficient space in the present international terminals Unit 1 and Unit 2.
Bidders will be expected to attend a meeting with KAA on April 11th and the deadline for formal submission of bids has been set for April 18th. An evaluation process will then go underway, likely to take several weeks, before a new concessionaire can be selected and can then start work after mobilizing resources.
