Through a training agreement with the Nigerian Civil Aviation Authority (NCAA), ICAO delivered six specialized courses to over 130 trainees from the Directorate of Air Transport Regulation (DATR), helping strengthen competencies in facilitation, compliance, aviation management, and strategic planning.
As a result, participants enhanced their technical knowledge and regulatory expertise, enabling them to apply ICAO standards more effectively in policy development, regulatory oversight, stakeholder engagement, compliance monitoring, and facilitation initiatives.

The impact of ICAO’s customized training approach extends beyond Nigeria. In Uganda, ICAO collaborated with the Uganda Civil Aviation Authority (UCAA) to assess training needs and support long-term workforce development. The collaboration included ICAO Traveller Identification Programme (TRIP) Strategy training for 100 officials from aviation, immigration, customs, and law enforcement agencies, helping strengthen border security and facilitation capabilities.
These initiatives demonstrate how targeted training can help aviation organizations build the expertise needed to meet evolving operational and regulatory challenges.
