Others went to Egypt, Russia, Armenia, UAE, Turkey, etc. How could all these illegal exports spread over years have got past the CITES Secretariat and gone unpunished by the CITES Standing Committee? WERE THEY ASLEEP ON THE JOB? Guinea, a CITES country with little influence, was partially sanctioned, unlike China and the others. Eight Guinea chimpanzees settle Dalian
