The supply of eligible emissions units (EEUs) under the ICAO Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) continues to grow, but it falls well short of the 200-250 million emission units that will be needed by January 2028. Based on IATA’s air traffic forecasts, airlines are expected to be required to purchase and cancel more than 200 million CORSIA EEUs by January 2028 to comply with the first compliance period of CORSIA (2024-2026).
As of August 2026, approximately 72 million emissions units benefit from the 42 CORSIA-compatible Letters of Authorization (LoAs) that have been issued by host countries, leaving the market with a gap of around 150 million emissions units that must be filled over the next 15 months.
The estimated currently available volume includes emission units covered by existing LoAs, units already issued on a crediting registry, and units that have been verified and disclosed in project monitoring reports but not yet issued. The eligible emission units originate from projects across Africa, Latin America, and Asia Pacific, and each region is currently contributing a similar volume.
To help scale the supply of CORSIA EEUs and support the implementation of this globally agreed scheme for addressing international aviation emissions, IATA and the members of the Supporting Alliance provide implementation assistance to host countries. This assistance aims to facilitate the authorization of verified emission reductions and removals for use under CORSIA, which simultaneously helps host countries advance their Nationally Determined Contributions (NDCs) and sustainable development objectives.
