Kenya Civil Aviation Authority steps up measures for passengers arriving from Congo DR and Uganda

Kenya’s Civil Aviation Authority has issued a travel advisory directive concerning all passengers arriving from either the Congo DR or from Uganda.

This is a result of the ongoing Ebola outbreak, mainly centered in Eastern Congo DR but with reports of cases in Uganda too.

TRAVEL ADVISORY-EBOLA VIRUS DISEASE OUTBREAK IN THE DEMOCRATIC REPUBLIC OF THE CONGO AND THE REPUBLIC OF UGANDA.

 

This AIC is issued pursuant to the Civil Aviation Act CAP 394 as amended and applicable Kenya Civil Aviation Regulations to safeguard the public and travelers during the Ebola outbreak. Based on IHR Classification, the world health organization (WHO) has determined that the Ebola Virus Disease (EVD) caused by Bundibugyo Virus in Democratic Republic of the Congo (DRC) and Uganda constitutes a public health emergency of international concern (PHEIC). Kenya is in a state of readiness considering the significant Cross-Border Movement in the East African Region through formal and informal border points. The Ministry of Health has conducted a risk assessment that placed counties bordering Uganda and those hosting airports receiving traffic from DRC and Uganda at the highest risk of reporting EVD cases. Due to the foregoing, the Ministry of Health recommends that the following measures be undertaken at the points of Entry/Exit (POEs) to prevent importation of the disease and mitigate its spread:

 

1. Temperature screening shall be conducted on all travelers for identification of persons presenting with fever ?38 ?

2. Travelers originating from DRC or Uganda shall complete the Electronic Traveler Surveillance Form before disembarkation into Kenya using the QR code attached herewith to this AIC (page 2)

3. Operators of Conveyances originating from or transiting through either DRC or Uganda shall provide all travelers with access links to the electronic traveler surveillance from before commencement of their journey to ensure prompt filling out of the form

4. All travelers shall observe routine hand hygiene practices including regular handwashing and use of alcohol-based sanitizers upon arrival at the POE 

5. Operators of Conveyances originating from or transiting through either DRC or Uganda shall provide passenger manifests and health declaration forms to the port health officers at the POE as and when required. 

 

 

 

AIC.07.26_On Ebola

 

The above notice sharply increases surveillance of passengers from these two countries and adds extra bureaucracy for travelers who now not only have to go though added arrival health protocols but also need to fill in the required form in order to be allowed to travel from either DRC or Uganda to Kenya.

Meanwhile have travel advisories continued to rain down on Uganda, even impacting the ability to get travel insurance for travel to Uganda as insurance companies use government travel advisories to deny over for so called high risk destinations.

The trend was started by the US State Department a few days ago when they increase their travel advisory to level 4, effectively saying not to travel to Uganda AT ALL.
